Shalom has set high standard for the work we are doing. We have an ongoing process of self evaluation. In our commitment to transparency and accountability every few years we have hired an independent consultant to perform a comprehensive evaluation of Shalom’s delivery of services, policy & procedures, professionalism, standards of practise, programs, administration and organization. This spring Doris Hubbard provided just such a review. Doris is a registered social worker and an approved clinical supervisor of marriage and family therapy. She has extensive experience in the field having monitored practicum sites through out Alberta for graduate students for several years as the clinical director for the Marriage & Family Therapy Masters program at Loma Linda’s Canadian Campus. Doris prepared a Service Delivery Audit Report which provides valuable evaluation and recommendations. As a stakeholder in Shalom we want you to hear about our report card. Those interested are welcome to ask to see the report in its entirety. What follows are a sample of her observations and recommendations.
The results of the evaluation show conclusively that Shalom Counselling Services consistently demonstrates strong operational correlations between its mission and vision statements, and its overall daily functioning. It operates as a highly respectful and respected, professional, ethical and faith based ministry. It meets or exceeds all good practice standards in providing accountable, effective and professional counselling services to the communities of Central Alberta. . . . Clients are treated with dignity, respect and receive excellent therapeutic service and intervention. Safety and confidentiality issues are well managed.
The main risk for Shalom is that its’ own unprecedented success and growth becomes its undoing. If revenue streams remain too small and work loads continue to grow, limited availability of both monies and staff (volunteer and hired) would make it impossible to meet the ever increasing needs and requests for service. . . . Work load is reported to be at maximum levels for counselling staff, with no time left for program development, although there is an expressed interest by staff to participate in program development if time and workload permitted.
Fund-raising and new revenue sources need expansion to develop additional innovative methods by which to support the accomplishment of the centre’s four main goals, its’ current expanding needs for additional clinical programs, materials, and the hiring of additional professional staff. . . . It is important best efforts remain to keep salaries and contracts competitive with other similar service agencies. . . . One or two additional full-time employment positions are necessary to reach these objectives. Current staff is not able to take on additional work load without a decrease in quality of service, and strain.
Shalom takes very seriously its accountability and responsibility to all stakeholders, and has in place many levels of appropriate documentation and professional support to ensure this is a continuous process. Its’ standards of performance are of the highest in the field, in spite of often operating on a minimal budget.

The report is encouraging and challenging. Good work has been done and much more needs to done as soon as we can find the needed resources and personnel. As those who support Shalom you have a part in all that is good. Working together with God’s blessing, we can take the next steps in bringing hope for wholeness to individuals and families.
